We’ve all heard of the power of Gimp (gnu image manipulator program) to be able to do almost what photoshop does, but it has a relatively higher learning curve and is a gtk based program and not native to windows, so you might not get the best performance, however a newer program called paint.net built on microsoft’s .net architecture, looks really promising
Paint.NET is free image and photo editing software for computers that run Windows. It features an intuitive and innovative user interface with support for layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. I had a quick look at it and it was pretty neat. There are those image editing tasks that are too big for MS Paint, but too small for loading up photoshop or gimp, this is perfect for that.
